ACCRA, Oct 27 (The African Portal) – Ghana’s government has directed all Ministers of State to seek Cabinet approval before announcing any major policy or programme, warning that unilateral public statements on government initiatives breach constitutional protocols.
The directive, issued in a circular dated Oct. 27 and signed by Secretary to the Cabinet Kwaku Danso-Boafo, said some ministers had recently announced initiatives “purportedly on behalf of government” before those proposals had been formally discussed or approved by Cabinet.
“Cabinet wishes to remind all Ministers that, in accordance with established governance protocols and the collective responsibility principle enshrined in the Constitution, no public policy, programme, or major initiative shall be considered a policy of government unless it has been duly submitted to, deliberated upon, and approved by Cabinet,” the circular said.
The government said the move aims to uphold the constitutional principle of collective responsibility and ensure coherence in public policy communication.
The circular also instructed ministers to route all proposed policies, programmes, and legislative initiatives to the Cabinet Secretariat through the chief directors of their respective ministries to ensure they are vetted and aligned with national priorities before being made public.
