ACCRA, Oct 6 (The African Portal) – In line with its commitments under the Paris Agreement, Ghana has officially launched the revision process of its Nationally Determined Contribution (NDC 3.0) with an inception workshop to begin a comprehensive stocktaking exercise.
This marks a critical step in preparing Ghana’s next climate action plan, consistent with Article 4.2 of the Paris Agreement, which requires parties to prepare, communicate, and maintain successive NDCs every five years.
The stocktaking exercise will assess the implementation of Ghana’s 2021 updated NDC (NDC 2.0) and inform the design of NDC 3.0. Guided by the outcomes of the Global Stocktake (GST), the process will ensure Ghana’s next climate commitments are evidence-based, ambitious, and aligned with global climate goals.
The review aims to update Ghana’s climate targets from 2030 to 2035 in line with the agreed common time frame, while raising the ambition of national commitments to unlock scaled-up climate finance. It also seeks to identify and address policy, technology, and financial gaps that hinder effective implementation, strengthen institutional and capacity frameworks to overcome barriers, and ensure that climate action is aligned with the Sustainable Development Goals (SDGs). Through this process, Ghana is laying the foundation for a long-term, low-carbon, and climate-resilient development pathway.
The inception workshop convened government institutions, civil society, the private sector, and development partners to review current arrangements for NDC implementation and identify priority areas for improvement, including capacity building, policy reforms, and investment opportunities.
During the event, a presentation on the Stocktaking Assessment of Ghana’s 2021 NDC (NDC 2.0) outlined the methodology, stakeholder engagement strategy, implementation status of the 47 actions, alignment with the SDGs, identified gaps and challenges, and the roadmap for developing NDC 3.0. The presentation highlighted the importance of inclusivity, financing, and institutional strengthening in shaping the country’s next climate action plan.
Speaking at the workshop, Dr. Abdul-Razak Saeed, Head of the Environment Cluster at UNDP Ghana, reaffirmed the agency’s continued support for Ghana’s climate ambitions:

We reaffirm our commitment to producing comprehensive NDCs that are economy-wide, cover all gases, and adopt a whole-of-society approach.”
Ghana’s collaborative and inclusive approach reflects strong climate leadership and a clear commitment to sustainable development. The stocktaking exercise provides the evidence base for NDC 3.0, ensuring it is ambitious, nationally relevant, and globally aligned.
