The update follows a high-level meeting between Interior Principal Secretary Raymond Omollo and a visiting delegation from Beijing.

The conversation focused on strengthening protection measures around large infrastructure projects, many of which involve Chinese engineers, technicians and support staff. Kenya hosts thousands of Chinese nationals working on roads, energy installations, housing schemes and digital infrastructure, some in areas that have faced security concerns in the past.

In a brief issued on Tuesday, December 9, 2025, after the meeting, PS Omollo said the government held the session to assess progress and identify new areas where security collaboration can be reinforced.

The visiting team was led by Zhang Xumin, China’s Deputy Director General for Security Cooperation, who received a detailed briefing on the security status of ongoing projects and the safety protocols already in place.

“Hosted a visiting delegation from the People’s Republic of China led by Zhang Xumin, Deputy Director General for Security Cooperation, for a briefing on the security status of Kenya–China bilateral projects and the safety of Chinese citizens and workers in the country,” Omollo said.

He noted that Kenya has deployed multi-agency teams to various project sites to improve monitoring, risk assessment and rapid response where necessary.

“We reviewed progress on security measures across ongoing infrastructure projects, including our multi-agency deployments securing project sites, reaffirming our commitment to safeguarding Chinese personnel and investments while identifying areas for deeper cooperation,” he added.

The meeting brought together senior officials from several government agencies, including representatives from the National Police Service, Immigration and Citizen Services, KeNHA, KURA and other bodies linked to key infrastructure programmes.

“Present were representatives from the National Police Service, Immigration and Citizen Services, KeNHA, KURA and other agencies,” Omollo.

Safety of Chinese workers has increasingly become a standing agenda in bilateral discussions, especially as Kenya’s project portfolio continues to expand.
